check the themostat and water pump. if not those, then check the radiator for leaks or cracks. if you notice puddles of coolant anywhere you parked, u have a big problem
relay R1 is for the fuel pump on a 1999 Mercury Cougar
It is in the trunk.
In the relay box with all the other relays.
Relay R1 is located in the power distribution box ( which is " live " ) The power distribution box is located in the engine compartment on the drivers side in a 1999 Mercury Cougar
On a 1999 Mercury Cougar : The fuel pump relay is in the Power Distribution Box ( which is " live " ) located in the engine compartment ( it is relay R1 and is one of the black relays )

The 1994 Mercury Cougar 4.6 liter engine fuel pump relay switch can be found on the firewall in the engine compartment. The fuel pump relay switch will be on the passenger side of the firewall.

Inside the steering column. You must remove a cover from the under side of the column and the relay is inside.
I am currently having similar problems with my cougar. It could be your fan relay or as it seems to be in my case your fan motor could have seized up and frozen. Unplug the fan and then try spinning the blades by hand, if they won't move you'll need a new fan motor, and most likely new relay. I have seen brand new fan assemblies go for anywhere between $75 and $120. Hope this helps.
