It works far better if you do it immediately, but it can help if it takes a while to get to a tap - run the cold tap, full on, onto the burn for a whole 10 minutes - it will feel like an hour while you are doing it and the flesh will feel like it has been frost-bitten, but it can reduce even severe burns to almost nothing. You MUST time the duration because it will seem never-ending while you are doing it. An icepack can do a far poorer job.
