You can make a report to law enforcement - it sounds like he committed fraud against you. (He KNEW he was selling you a car that he did not own), or (depending upon the dollar amount involved) you can take the seller to Small Claims Court. Also - if you know who holds the lien, notify them also, they will be VERY interested.
