You use a flash to take a photograph because there isn't enough light to take the picture without one. Because the room is fairly dim, the eyes of the subjects are dilated; the pupils are large, to let in lots of light.
The light receptors on the retina of the eye are very well provided with capillaries, the tiny blood vessels that provide blood - and oxygen - to your eyes. (One of the symptoms of hypoxia, or lack of oxygen to the brain, is your sight starting to fade.)
When you take a flash photo, especially if the flash is built into the camera, the light from the flash goes into the eye, and hits the retina. Because the retina is mostly red blood vessels, the red light is reflected while the other colors are absorbed. So the red light bounces off the retina of your subjects' eyes, and back to your camera. Presto! Red eyes!
You can reduce the "red eye" effect by having the flash several inches away from the camera lens. The red will still be reflected, but it won't be reflected straight back at the camera; the reflection will bounce out to someplace away from the camera, and it won't be as noticeable.
I Think its because the fflash can reflect of the persons eye and back into the lense..? Not 100% sure though, hope this helps That's correct!

There is no way to make Red appear a second time. Climb mount silver. Sometimes he's there sometimes he's not.
Well, technically the only way It can appear red is if there are sources of (generally light) that are red in color. You said sometimes so If you've been seeing red water at around sunrise/set its because of the sun. At the moment I cant currently think of any reason why water would sometimes appear red...
Some white rabbits have red eyes (an albino bunny!). Most rabbits I think have brown eyes. My rabbit's eyes sometimes look red in the dark but her eyes are brown. Hope this helps:)
Red objects (including, if you were wondering, red flowers!) appear red because they reflect only red light, absorbing all other colors. Your eyes process that reflected light, creating an image of a lovely red flower.
The Red Eyes Zombie Dragon was a 5Ds card. Not a GX card. It has yet to show up in the anime.
The bright light from the flash reflects off the back of the eye where there are a great many blood vessels, this makes the light appear red as it is reflected back out of the eye.
