You say it smells like gas all the time, have you checked for fuel leaks. check the lines and tank. Most tanks anymore are preasurized, I'm not sure on this particular model. If the pressure isn't there that could cause the hesitation you are explaining "almost feels like the brakes are on" A leak in a fuel line could do the same thing by drawing in air.
On the other hand, are you sure the brakes arent draging? You could have a bad slave cylinder or some other brake problem.
