look for a disconnected or broken vacuum line. Clogged Catalytic Converter making a hissing noise! Does it lose power pulling hills? bad gas mileage etc?
The whistling sound coming from near the transmission could be a problem with a speed sensor. It is possible that the speed sensor is attached only at one end. This sensor has two places where it is attached.
Your transmission may need transmission fluid, or you may have a blown transmission.
There is a redesigned transmission vent that should fix this problem.
There are a couple of reasons why a 1993 Mercury Villager is hard to shift. One reason could be a gear shift cable. Another reason could be low transmission fluid.

To troubleshoot the transmission, first check the fluid. As well as making sure that its full, check for a burnt color or smell. If the transmission is high mileage, the filter could be stopped up, or there could be any number of internal problems.
A TCC is not a sensor. TCC stands for Torque Converter Control. It is found in transmissions that have a torque converter lockup feature, and it is controlled by a solenoid in the valve body, which is inside the transmission. If your car has an ATX transmission, it doesn't have TCC. If it is a 4EAT transmission, then it could have TCC. You may mean TSS which stands for Tubine Speed Sensor, which, of course, is a sensor. It would only be found on a 4EAT transmission, and it would be somewhere on the main body of the transmission, on the top, toward the left side.
have you checked the oil level in the transmission ? I'm betting the answer is no
This happened to me with my 2001 Mercury villager. The speed sensor would cause this to happen when it was extremely cold outside (below 5 degrees or so). Another culprit could be the transmission is starting to go bad. Do not panic until you look for further clues about a possible transmission failure however. I would first check the level of your transmission fluid. Low fluid could also cause this to happen.
on the transmission between the firewall and motor on top of transmission a few inches from where the half shaft goes into the transmission. if it goes bad it could cause bad shifting of trans, i replaced mine and it was a pain to get out but my transmission problems went away instantly
