If it were me I would take the air bag back out and make sure the wires arn't "pinched" or broken and make sure that it has a good tight connection with the clockspring connector. If that doesnt solve it then the airbag control unit has failed for somereason. Hope this helps some.
The clockspring is the electrical connection under the steering wheel. If it is broken the horn and cruise switches are no longer part of the circuit.
Possible clockspring failure.
Start with the simple stuff. First check the fuse, and you can even pull the cover off of the horn relay in the power distribution center and manually activate the relay to see if the horn works. Most likely cause of this is a faulty clockspring. Usually with a faulty clockspring, the airbag light will be on, the cruise control will not work, and the horn will not work. This is very common on these vans.
A clockspring controls the air bag, cruise control and the horn. I had mine replaced. On a Grand Caravan Dodge.

Chrysler had a recall for the clockspring in the steering wheel of the van. I had the same proble. Get it fixed asap because the air bag probably won't work properly if it is not fixed. Also check your cruise control and horn. My did not work.
I'm not a mechanic / technician but it sounds like a problem with the clockspring inside the steering wheel column cover if the horn and the cruise control does not work ( the clockspring allows you to turn the steering wheel without pulling the wiring connections to your horn and cruise control switches mounted in your steering wheel )
The airbag sensor comes on when there is no power to activate the airbag when needed. power to the airbag in the steering wheelis transmitted by a coil spring called the clockspring. when it breaks the sensor light stays on and the horn does not work. On some cars the cruse control fails to work. There is a recall on dodge caravans. Plymouth voyagers and other Chrysler products to replace the clockspring free of charge by any dealer or to reimberse the owner for parts and labor.Jake Sysk

There is a "clockspring" in the steering column that is probably broken. When the clockspring breaks, the airbag light comes on. The "clockspring" takes the place of the old slip rings and spring loaded contacts used in older cars and is used to transfer circuits from the steering wheel to the stationary column making the airbag, horn and speed control operational. To replace involves removing the airbag. Take it to the dealer.
