The first thing I would do is check the fuses. Look under the steering wheel (near the floor), on the side panel, and find the panel of fuses. It will have a black, square cover. On the cover, you can see the fuse rating and what it pertains to (ie Brake light, turn signal, etc). Match this to the actual fuse panel and check the fuse. If the fuse is ok, then the flasher might be burnt out. The flasher is an easy fix too. This will be under the steering wheel also. If you're not sure what it looks like, go to a parts store and ask to see one. This way you know what to look for. If it's not the flasher, then it's a wiring problem. This will be more complicated to diagnose. You'll have to trace the wiring from the turn signals all the way back to the fuse panel and make sure the wires are intact. You'll have to do this for each one. Unless you have experience in wiring, I would take it to a repair shop OR go buy a book that will explaing the wiring diagrams for this particular vehicle. It is either a bad relay , cut wire or the wrong wattage bulb .
There is two flashers involved, one for the signals and one for the emergency flashers. Perhaps you changed the wrong one.

If the lights come on but do not flash then the turn signal flasher relay is defective.
check hazard flashers or replace the flashers under dash ,this happed to mine I have a '96 caravan 3 speed had the same problem. Had to replace the neutral safety switch on the transmission. small part, cost only $20 from the dealer. good luck to ya!

I do, but my kids tell me I'm wrong. I think it lets others see that I am backing out and turning in that direction as indicated.Added: There is no specific law againstit that I am aware of - however your back-up lights should serve the same warning purpose to oncoming traffic. Don't let the fact that you have your flashers operating lull you into a false sense of security. It is always incumbent on the driver of the backing vehicle to yield to any oncoming or conflicting traffic.
your flasher is bad replace it It's probably the turn signal signal switch in the steering wheel hub. They're junk from the factory.
