There could be several reasons, here are a few: The monitor is broken or faulty
The cord from the monitor to the tower is faulty, or not properly connected
The power cord for the monitor is faulty, or not properly plugged in
The device driver might not be functioning properly
If the videocard is new and an integrated one was previously used, the previous one must be disabled through device manager.
**You can use Safe Mode with the monitor to see if the second 2 are the issue

A computer can not turn off by itself. The monitor just turns blank it you leave it. To turn off the computer you have to prees the on button on your computer. If you press the botton on the monitor it is not turning the computer off... just the screen.
Check your cord from the computer and monitor. If that is ok check your video card.
