In no way should he be allowed, as he is not a responsible person, as he owes 33,000 , and also disappeared he should not be allow to block the adoption of any kids for the matter. ---- Though it is dependent on your state laws, some states do make provisions for this. In 1997, a custodial mother, who had remarried, moved her children from California to Missouri. She proceeded to block access of the father to the children. He filed an enforcement action in California, but by the time the hearing was to take place, other matters intervened.
Under Missouri law, after six month of no physical contact between the children and the father, a husband is allowed to adopt the children, without the need for the father's approval.
In his case, he was not only current in his child support, but he had overpaid it, as he was not notified of the adoption until he was notified by the California Court that the matter could no longer adjudicated as he was no longer legally the father of the children.
