If the cooling fan doesn't shut off even when the key is turned off, it's possible some water got into a connector or relay. Pull the fan relay from the front compartment, then trace the wiring from the fan to see if you can see where the water accumulated. Consult a mechanic if you need help resolving the issue.

You may have a leak in the system. When the refrigerant level drops below a certain point the fan and compressor will not engage.

Some of these fans will not engage until the heat sensor gets to a certain temperature. The engine needs to be hot for the fan to come on.
