It's a BIOS problem. First switch off the laptop, unplug the power source and the battery. Also all the peripherals like USB pen drive's, internet cables and if you use a wifi mouse also.
Then press the power button for at least 30 seconds to o make all the electrostatic energy reminiscent on the computer do discharge. This is very important.
Next you will need to disconnect the internal small battery that maintains the clock always working and the BIOS awake. It's like a car electronic key battery. Some models have the battery evolved in a kind of plastic black, blue or red tight "bag" connected to the motherboard trough a 2 wire very small plug. Other you can see the battery shinning in a proper slot. Look for instructions at YouTube or Google about removing the BIOS battery of your computer brand.
After successfully removed or disconnected the battery you need to wait about 20 minutes before plugin it again. This procedure ressets the BIOS.
Close the cover, put back the power battery and turn on your machine. It should solve the problem.
If it does, run malware bytes free trial and scan your machine. Repair, delete our quarantine the bad things you will find.
After that download and run AdwCleaner and scan again your machine.

Well, rebooting is the same as restarting, so you will not lose your files (its like shutting down and switching the laptop on again). If you mean it in the sense of installing a clean copy of Windows or whatever, yes it will (that ususally isn't called rebooting).
you get a wipe and clean itthen dry it upkeep a cloth on it til completely dry
you probably need to clean the disc of fingerprints or grease. If that does not work then try restarting your computer then putting the disc back in or go into your drives and see if theres a virus or something is wrong.
Usually It works if you clean it out, if not buy a new one. Or take to the Shop!
