If the engine is turning over but the motor is not starting, then the problem could be a major leak in a vacuum line. Spray starting fluid and see if it does anything. If it tries to run but fails then it's the fuel system or a vaccum line. I have a 16v myself and one of those is always the problem. 16v motors are extremely sensitive.
the 16v is 150bhp and the 8v 115bhp.

96 gti 2l 8v=115bhp standard 96 gti 16v standard 150 bhp
There isnt one.
If its a VR6 it is a 12 valve But vr6 isn' t a gti... the gti 3' series is 16v and the 4' series 20v
The book 0-60 time on a mk2 golf gti 16v is 8 seconds but like a lot of Vw's figures i found this be quite reserved. A well serviced and looked after 16v should be good for anything from 7.3 seconds onwards.
You can easily define whether it is a 8v or 16v by lifting the bonnet,a 16v will have a outlet manifold on top of the engine with dohc 16v written on it.
