There is usually plenty of newspapers, what with free newspapers and local papers as well as newspapers we buy. It's easy to wrap up garbage in a few layers of newspaper which will hold it securely till it is taken away. Newspaper will also degrade easily, so we won't have plastic bags of decaying garbage filling up our landfill.
