If there is an immediate threat or some other reason for which the dog refuses to stop barking, the collar will stop delivering electrical impulses at a pre-determined level to prevent injury to the animal. Also, if your dog is silent for several moments, the collar will reset itself so that the next bark will only prompt the lowest level of shock.

First do NOT go straight up to the dog and pet it. It could have rabies. Second stand back and try to find a collar. if there is a collar walk slowly up to it. look at the collar and call the number on the collar. if no number take it to the address on the collar. if no collar either put up flyer's or call animal control. or if it is a nice dog with no collar you could take it around town and ask people if it is there's or you may keep it.

Have you tried locking the dog up inside? Sometimes turning on a radio or tv might work, though not always. You might get a barking collor, though I do not actually suggest one, cause there are no shocking collars that actually teach a dog anything other then to be afraid of that collar. The collar wont teach the dog to be quite, it'll only teach it to be quiet when the collar is on. -which is a major difference-- If you can't find a way to keep him quiet for the day, then try the barking collar, just remember that the dog will most likely only stay silent if he is wearing the collar if you choose to train him that way
