Are you talking about seized brakes? As in the wheels no longer turn because the brakes are stuck? or.......?
Start with pulling the plugs. If it's fuel then it should turn over
It says on the back of the can not to use it on those tires.
Locked meaning blown?,no quick fix.
You will need to loosen the back tire of your bike and pull it back tightening the tension on the chain.
Buy a new tire.
Remove the tire. Check the brake caliper to see if it's locked up. If it is, remove it and see if you can clean the piston. Caliper kits are available from PerformanceProducts.com for $16 to $28. If the caliper isn't at fault, you may have spun a wheel bearing. This is quite a job for an experienced mechanic ( I dealt with mine on Christmas Day 2007). If the locked tire is in the rear, and your calipers are okay, then you might have a locked parking brake.

Bring it back and make them fix it again. It is also possible that you have 2 leaks and the person that fixed it didn't re-check for leaks after he found & fixed the first leak. You should not be charged if they did not fix it properly the first time.
That cannot be done. If broken, the tire is useless.
No, rotating the tires will not fix feathering. Tire feathering is an issue that must be fix, other wise you will keep on buy tires every 2 months ( if brand new), if use tire with in a week or so depending on the condition of the use tire. I learned this from personal experience.
