If the instrument cluster lights in a 1999 Buick Riviera are out, it could be due to a blown fuse, a burned-out bulb, or a faulty dimmer switch. First, check the fuse box for any blown fuses related to the instrument panel. If the fuses are intact, inspect the bulbs in the cluster, as they may need replacement. Lastly, verify that the dimmer switch is functioning correctly, as it controls the brightness of the dashboard lights.
The gauges on the dash is the instrument cluster.

I've tried the used parts places here in NYC to no avail. The dealer wants $400 to pull it out and fix it.
