I had to do this today because my plastic piece broke inside of it, all you do is grab that S.O.B. and pull the snot out out of it and it will pop right off, don't worry you arent breaking anything you just have to pull hard enough for it to release from the metal cusp.

You will need to remove the center console cover. The lightbulb will be attached to the inside of the center console. Push the lightbulb in and turn at the same time to remove it. Reverse the process to install the new lightbulb.

If its anything like my 2000 Wrangler, there's a switch on the floor just in front of the shifter. You just insert your ignition key into it and turn toward "off". Your best bet would be to check your manual though.
