Yes and no. The 1998 Ford Expedition uses what is called a Transponder key and must be programmed. In order for the key to be programmed they must have the vehicle to do this. So , you will have to have the vehicle towed to the dealership. If you just need a key that will get you into the vehicle, they can cut it on a regular non-transponder blank, but you will have to provide proof of vehicle ownership. If the information was recorded properly at the assembly factory the key should operate the doors, it will also operate the ignition but the vehicle will not stay running, that's where the transponder key comes in.
The most affordable way is, if you have any type of (ERS) emergency roadside service plan, call and they will dispatch a locksmith, depending on the plan you have, all or a portion of the cost to make and program the key may be paid for. By the way. A lot of Ford dealerships have stopped cutting keys for vehicle years 1998 and prior. When calling the dealership or a locksmith remember, you are hiring someone to do a job, some of these people will act like they are doing "you" a favor, hang up and call the next dealer or locksmith. So many times I'm asked why the dealer or the locksmith's were rude or wouldn't answer any questions. After 22 years in business I'll never understand how they can be rude to people and still be in business, I guess they are so busy they can pick and choose their customers, if they are rude on the phone, imagine what they will be like when they get to your vehicle.
