Yes and no. The 1998 Ford Expedition uses what is called a Transponder key and must be programmed. In order for the key to be programmed they must have the vehicle to do this. So , you will have to have the vehicle towed to the dealership. If you just need a key that will get you into the vehicle, they can cut it on a regular non-transponder blank, but you will have to provide proof of vehicle ownership. If the information was recorded properly at the assembly factory the key should operate the doors, it will also operate the ignition but the vehicle will not stay running, that's where the transponder key comes in.
The most affordable way is, if you have any type of (ERS) emergency roadside service plan, call and they will dispatch a locksmith, depending on the plan you have, all or a portion of the cost to make and program the key may be paid for. They should be able answer that question. If you do not have any ERS than I would start calling your local locksmith's, do not go with the first price you get. Do yourself a favor, call as many locksmith's as you can, prices will be different.
I'm a locksmith in Jacksonville, Fl. and I know for a fact I've had people tell me they have got prices as high as $300 and as low as $100 (that's me) to come to the vehicle and do this job, and there may even be someone less than me, you have to call to find out. Sorry this answer is so long but I hate it when people give answer's when they really have no business doing so. If your going to answer a question, do and do it all the way.
By the way. A lot of Ford dealerships have stopped cutting keys for vehicle years 1998 and prior. When calling the dealership or a locksmith remember, you are hiring someone to do a job, some of these people will act like they are doing "you" a favor, hang up and call the next dealer or locksmith. So many times I'm asked why the dealer or the locksmith's were rude or wouldn't answer any questions. After 22 years in business I'll never understand how they can be rude to people and still be in business, I guess they are so busy they can pick and choose their customers, if they are rude on the phone, imagine what they will be like when they get to your vehicle. Remember, it's your choice.

If you want to reset the anti-theft on your 1999 Ford Expedition, you will have to have your PATS key. Many times, once you insert this key, the ant-theft system will restart.
