I'm thinking about doing the same thing to my 1992 2wd 3.9l V6 dakota, I want to put in a manual steering gear off of a 2.5 I4 dakota.
I think I might be able to use an "a/c bypass pulley/bracket" and mount it to where the old steering pump bracket was mounted by fabricating a part or just using a piece of angle iron to position it correctly. This is because the a/c bypass bracket is simply perpendicular to the mount for the steering pump.
You can find the a/c bypass pulley on ebay or just Google it for dodge.
Have not tried this yet but thinking about it because the seals on those dakota Power Steering racks can bust and its not worth the cost of buying a whole new rack and possibly a new pump because your pump will burn out too if it runs out of fluid.
Bad design if you ask me and I like dakota's. They should have simplified more stuff on the truck or perhaps I should have bought the 4 cylinder version with manual steering to begin with. Run as long as a Toyota.

You don't. The pulley is pretensioned by the manufacturer. If the belt tension is incorrect, the pulley must be replaced.
You can't bypass with a belt alone. You have to by a bypass pulley kit. The new pulley takes the place of the ac compressor and you use the same size belt.
There is a crankshaft pulley, alternator pulley, power steering pump pulley, AC pulley, idler pulley, tensioner pulley, etc.
