I have a 95 Dodge Intrepid that has the same problem. On my Dodge The circuit board is fried. Capacitors, diode and tracing burned off board. If you don't have any blown fuses. Then yours could also be fried. I Checked with the local dealer and they want $691 just for the part. https://www.trademotion.com wants $486 for it. Or you could visit your local juck yard and find one. any 93-96 Intrepid, LHS or Concorde should work, according to the dealer.

Most likely the display is burned out. I had the same thing happen to my 1992 Town & Country. I was able to find a replacement at a salvage for $25. It is very simple to replace. Remove two screw on the front of the OH console, slide the entire console to the rear a few inches and it will release from its bracket. Unplug the lights and the multi-pin connector and remove the OH console. Locate the display module. Remove the 2 screws holding it in place. Remove the ribbon cable connector. Remove the display. Once you have removed the display you can see along the edges of the display a brown discoloration where the display basically burned itself out. Install the replacement display in reverse. Replace any lamps that may be burned out at the same time. TIP: If your console has fabric trim be careful not to stretch or soil or it will show when you re-install. You might want to recover if it is bad. The fabric is not glued it is just stretched over the framework and could be covered with any like fabric. Complete repair should be around 30 minutes for any novice.
If you want to run something on an existing X display from a console the correct syntax is: DISPLAY=":0.0" (command) Of course, it might just be easier to go to your X display and run your command from there.
