I'll answer my own question. A mechanic buddy showed me how to fix, says he usually charges $50. You really don't have to remove if the wiper just doesnt move. Pop off the little black plastic cover on the bottom of the arm. Tighten the nut you see. Try the wipers. The nut will loosen if wiper is frozen or obstructed rather than breaking something.
