I'd say this isn't a very common problem, but the cable is easily accessed at the throttle body for trouble-shooting
A sticking / binding throttle cable is either the throttle body sticking, or the cable itself.
It's pretty easy to disconnect the cable end from the throttle body to be able to figure out which one is sticking/binding.
What you find out will determine which direction to go next - a bent or obstructed cable between the gas pedal and throttle body, or diagnosing the throttle body itself.

The throttle cable is located on top of the throttle body.
A push-pull throttle is a very misunderstood thing. It is a dual cable throttle operation where in the pull cable is what opens the throttle plates. And, the push cable along with a throttle return spring is what closes the throttle plates.
The throttle cable is not adjustable.
The throttle cable does not go from the transmission to the throttle body.
There is no adjustment on the throttle cable.

I had a stuck throttle on my 1996 Passport. The throttle cable had a piece of protective black rubber around the throttle cable between the outer cable covering and where the cable connects to the throttle body. The rubber had began to come apart and some of it was getting inside the throttle cable covering, causing the throttle cable to bind. I removed the rubber piece and cleaned out the cable by covering it with GOOF-OFF and then sliding the cable in and out until my cleaning rag was clean when I wiped off the cable. I did not replace the rubber piece and have had no problems since.

Check for a floormat catching on the accelerator. If not the floormat, usually is a mis-routed cable where it comes out of the cable jacket and loops around the throttle shaft. This will hurt you or your engine if left alone-- please fix it quickly. You can check throttle operation with engine off.
