The throttle cable is not adjustable.
the t.p.s sensor (throttle position sensor) is on the throttle body its on the opposite side where the throttle cable connects on the throttle body
it is most likely a self adjusting cable. if you look near the clutch itself, it there are two nuts on the cable, then you can adjust it there. if there is a black cylcinder at the clutch side of the cable then this is self adjusting.
On the bottom of the throttle body - look where the pedal cable meets with the throttle body - look opposite the end of the connection assembly on the other side you will see the throttle position sensor.
The throttle body is located just in front of the air distribution manifold on the top of the engine. Follow the black air piping back from the air filter housing to where the accelerator cable attaches to the throttle body and that's it!

Check the crank sensor. I had a 98 cirrus that wouldn't start and that was the problem
I had a similar problem with a 98 mirage DE. I sprayed the linkage around my throttle cable. Another possibility Clean your throttle body, mine was really sluggish until I cleaned all of the carbon out of the throttle body.
It is on the throttle body, opposite of where the cables attach.
There is no cable.... Its electronic.
