A 97 lx doesn't have a starter relay. The relay is built into the solenoid of the starter motor itself. It uses light voltage to transfer the power from the main cable to the starter motor itself.
The 1997 Oldsmobile starter relay switch can be found in the fuse box. The starter relay switch will be at the top of the third column.

You could just unhook your negative battery cable.
That wire is from the starter relay and is responsible for engaging the starter when you turn the key. It connects to the starter solenoid before you put the positive lead back on the starter.
