You have a bad relay. Your blinkers run on a different relay than you hazards do.
It is important to know what the warning lights mean on a dashboard. The ABS lights flash on any vehicle when there is an issue with the brake system.

I can't say first-hand because I have never seen one with my own eyes but from what actual eye witnesses say they have external lights the can flash or shine continuously. Probably comparable to a car's blinkers and headlights.
If neither signal light works, the flasher may very likely be the problem. The hazard lights and the signal lights work off different flashers.

A mis-wiring or short circuit somewhere between the controls, fusebox and lights.
Be sure the 4-way is turned off.
