you might have the child safety locks activated
In the power distribution box in your engine compartment of your 1997 Ford Explorer there is a 30 amp maxi-fuse in location # 10 , for your power seat(s) , power windows and power locks . Ford recommends disconnecting the battery before servicing anything in the PD BOX , which would mean that your Explorer would have to relearn its idle , the clock would need to be reset etc.
Check the fuses in the power distribution block (under the hood)
I would check the wire harness and conectors to the doors because the poswer locks, windows, and mirrors are all conected through that harness.
I would not see any way of this working. Completely two different set-ups. You have the old Sportvan and are wanting to use parts from an Express van. To say nothing of the wiring, switches & relays to convert to power windows and locks with the right parts.

FIRST I WOULD LOOK AT THE POSSIBILITY OF A BAD ACTUATOR IF THIS IS AN AFTER MARKET SYSTEM. IF IT IS A FACTORY SYSTEM I WOULD LOOK INTO REPLACING THE SWITCH.

Well, most anything can be done if you spend enough time and money. There's a lot happening in that system. I doubt that the job would be an easy one. Power needs to be routed to the doors. Switches need to be installed, or door interior panels from a car with power locks need to be fitted to your car. One can only imagine what the rest of the electronics inside the door must look like. Hell, it might be easiest to just find doors from a junked Sunfire which had power locks and mount them on your car. Then it's just a matter of running power to them, and painting if necessary. You have to ask yourself if this job is really worth it on a a 13 year old car. My '96 does have power locks, but if it didn't, I wouldn't even mess with trying to install them. I'd just be sure that the good old key locks were well lubed and working well.
In my '95 Grand AM it was the CTSY fuse that connects the cigarette lighter with the power lock buttons on the doors. Try replacing that.
Check fuses first than wiring to all doors for pinched wires that may be contacting each other.
