I'm assuming you have checked for tire leaks! Check for leaking air suspension parts if so equipped. Not sure about a car this old, but lots of the newer Fords had air bladders for struts/shocks (air ride option). These cars had compressors under the hood to replentish air to adjust ride height. Is the car also constantly leaning to that side? Also, check for vacum leaks at the Power Steering booster and other tubes entering and exiting the intake manifold. Last thing I can think of, check that under the dash, none of the climate control hoses for heating and A/C have come loose or torn/cut. Standing in front of the truck you would turn the pump to the drivers side to retard the timing. your would turn it to the left
If it has the 4.3 L engine, the fuel pmp relay would be under the hood, on the firewall, drivers side. If it has the 2.5 L or the 2.8 L engine it would be found under the hood on top of the drivers side inner fender.

You need to be a little more specific about the noise around the belt. I would suggest you check out the serpentine belt as it could be failing. If it is a grinding or squealing noise it could be a failing bearing in one of the units the belt powers. I hope this is of some help, if not ask again with more information.
