Federalists believed the Articles of Confederation were weak and a strong government was needed to make sure the new government would succeed. They favored conservative practices such as paying off the Revolutionary war debt of the states, imposing protective tariffs and financing a national bank. They believed the voice of the people and the states could not be interpreted as the voice of God and a strong government was needed to keep everything running smoothly.

They believed that the new government under the Constitution did not emphasize liberty and would mean that the citizen's rights would be restricted.
