Yes. According to the population of a state, that state gets a number of votes. The votes are never splited so whoever candidate got majority in a state gets all the votes from that state. The electoral college is supposed to vote based on that.

What margin is required to choose the president in the house?

If no candidate for the presidency wins a simple majority (51%) of the total number of electoral votes, then the House of Representatives have the power to choose the President of the US. Each state gets one vote. The margin required to choose the president in the House is a majority of those voting. The only time this happened, in 1824, the representatives of some of the states could not agree on how to vote and so those states did not vote.

Formally the president is elected by a group of electors selected from each state and D. C. by their respective parties, called the electoral college. The electors then cast their votes for president and VP in December of an election year; majority wins. Ironically, electors may vote however they choose and are not bound by the results of the general election in November.

Why might electing a president with a minority vote be more controversial under a popular vote system than under the Electoral college system?

In order to win in the electoral college, a majority is required. There is no such thing as a minority winner there. If no one gets a majority, the House of Representatives elects the President from the three top vote-getters. Every state gets one vote. If they choose a candidate with a minority of the votes, the result would probably be just as controversial as when a person with a plurality of popular votes loses in the electoral college.
