Well to start, it sort of followed the basic rules of the Articles of Confederation. Since the legislature wanted something new, stronger, and more balanced, most people agreed with the Virginia Plan. The New Jersey Plan consisted of only one house and and was based on equal representation instead of population (to make it fair for the smaller states). Hope this helps...
