the ability to say no
The government gets its power to govern as enumerated in the declaration of independence from the constitution.
One can say that democracy is the ability of the citizens to govern themselves as they see fit rather than just accept the dictates of a king. The Constitution left a way open for subsequent generations to change their government as they saw fit when the time comes. If the Constitution had no way of being amended, the generations of citizens coming after the adoption of the Constitution would have to accept living under a system they had no part in creating. Without the ability to change their government, the citizens might just as well be living under the rule of a king with no say in how their government should work.
It is not. It is more important to say what you mean. When you become overly concerned about possibly giving offense you lose the ability to communicate clearly. "I'd rather be right than politically correct."

René Descartes did not specifically say that people could not govern themselves. However, he did emphasize the role of reason and rationality in self-governance and believed that individuals should strive to attain self-knowledge and self-mastery through the use of critical thinking and reflection.
