They are also to represent our nation in all matters that may take place in the rest of the world. The executive branch for the state of California has the responsibility of signing state legislation into law, veto state legislation, appoint state judges, come up with a state budget, due a annual State of the State address, command the state military (national guard). They must also represent or address the federal government on behalf of the state.
