As the constituent assembly where the Objective Resolution 1949 was moved had members from both All India Muslim League and Congress.The congress members who were proportionately very thin in strength rose great objection against some clauses of the resolution.

They perceived that the framers were amalgamating religion with politics which in their point of view was thoroughly against the very spirit of the principles of modern democracy and needed to put away from each other.But the league leaders argued that the Muslims of sub-continent had defined their identity in the name of Islam and there had been a general census that the state of Pakistan will have relationship with the teachings of Islam besides practising the modern democratic values.

The other major objection was over the clause that sovereignty belongs to Almighty Allah.According to the members of opposition it could promote ineqaultiy in the society. They feared that the OR aims at transforming the state of Pakistan into a theocratic state. But Liaquat Ali Khan who was the Prime Minister then and also the key member of OR , himself proclaimed that this clause clearly means the authority would be exercised through the representatives of the state and not by any particular group in the name of Allah.The only condition would be that this exercise of powers would be held under the limits prescribed by Him...Hence the resolution's objective was to establish a modern democratic state with a federal model abiding by the basic parameters of Islam.
