After the Confederate victory in the 1863 Battle of Chancellorsville, General Robert E. Lee saw an opportunity to conduct a major raid on Harrisburg Pennsylvania, the state's capitol. Union forces were not prepared to halt Lee's crossing of the Potomac River. The best response for the Union was to pursue Lee with the Army of the Potomac, led at the time by Major General Joseph Hooker. President Lincoln had lost confidence in General Hooker and appointed Major General George Meade to command the Union's prize army. Meade's goal was to catch the Confederates and end their raid into Pennsylvania.
