The first red scare is said to begin when the Bolsheviks took control of Russia, showing that the Communist movement had real power. Many other countries also had communist groups and people feared they would take over the labor unions, call massive strikes and eventually overthrow governments everywhere. The 2nd red scare began when people began to learn that the Russians, who were our allies in WW II, were not our friends, and did not intend to withdraw their troops from the countries they occupied in Eastern Europe. It grew when the Russians developed atomic bombs and set up spy networks.
