Federal employees work for the vast federal government. This covers all government agencies, so there are thousands of them. They are permitted to work for the federal government. Federal employees are permitted to do their assigned jobs and receive pay for doing so.
Currently the government of Afghanistan has much more immediate concerns than air pollution; but is doing what it can.

The case that essentially outlawed state taxes being levied on the federal government is McCulloch v. Maryland (1819). The Supreme Court ruled that states cannot tax the federal government, as doing so would undermine the supremacy of federal law. The federal government. They have been doing an amazingly poor job for several decades. We forget that the federal government has power only because they receive it from the people. If we had the guts and drive, the states could initiate changes to the Constitution, and these changes would NOT have to be initiated or approved by the federal government, or any part of it.
