two smaller wires on positive battery cable are not making good contact behind the bolt on the cable-probably corroded brass washer At first this answer didnt make any sense because you would think that the flashers would be powered from the fuse box. It's almost like when the built the car they forgot to put flasher on it and added them later. I cleaned the connection and they now woek fine.
The flasher module is about 2-3 inches below the headlamp switch. Remove the knee blocker from the instrument panel. Pull out the combination flasher slightly then unplug the flasher from the electrical connector. Remove the combination flasher. Use a Tridon Stant EP 27 Flasher or similar.
If neither signal light works, the flasher may very likely be the problem. The hazard lights and the signal lights work off different flashers.
on the Chevy beretta there are 2 flashers one is right next to the steering column to the behind the plastic dash piece,this is your turn signal flasher replace it and your signals should work.
The turn signal and the flasher use separate flashers. If the dash indicaters come on, do the lights come on but not flash? If yes, probably the flasher. Should be near the hazard flasher. If you don't see it, turn the hazards on and listen for the flasher to click.

Assuming that the Fuses and Flasher underneath the dash (Driver side fuse panel) have been replaced. Check the Fuse Box under the hood adjacent to the Battery along-side the upper fender wall. The MAIN fuse may have blown, disrupting the entire positive feed.

replace turn signal flasher, hazard flasher is separate
check out the flasher itself some are set to flash faster than others,switch out the hazards with the turns and see if hazards flash fast.
It sounds like it needs a new flasher for the turn signals.the hazards have a different flasher.
