I just had to do this to my 92 Mercury Grand Marquis LS.
The solenoid, or starter relay is on the inside fender on the passenger side of the engine compartment. It will have three or four electrical connectors, will be either black or brown, and is held onto the fender with two screws. Look near the hood lift struts. Replacing it is relatively easy. Just note where the wires connect, and follow the instructions in the package for the new part.
As for the starter itself, it is also on the passenger side. However, it is under the car, at the very bottom of the engine. It actually bolts to the transmission case.
In 1992 Ford used two different versions of the starter. One has three mounting bolts, the other has only two. It depends on the date of manufacture of your vehicle. If your Marq was made before February 1992, you should have a two bolt starter. If your Marq was made after February 1992, it should have three bolts.
Replacing the starter itself is not that involved. I did it in my driveway using one jackstand, a floor jack, and a couple of sockets. It does help to remove both the front tire and the cross brace that runs from the nose to the side rail on the underside of the car.
A good used starter should cost about $50.00 with the core charge. A new starter can run up to $200.00 or more depending on brand and warranty. A rebuilt unit can save you about $30.00.
A starter relay will run anywhere from $10.00 to $40.00 depending on brand and warranty.

When a starter is getting weak and starting to 'go out' you can often tap on it anywhere on the metal housing to get it to work. Eventually, it will fail so look for a new one.

The EDIS-8 on a 92 Grand-Marquis is on the firewall just in front of the driver, under the hood's edge. A bad place for an expensive piece of electrinics as the thin circuits get rained on and damaged by rust. Andre Plamondon, martialartsword@live.ca

I've had a similar problem with my 92 grand marquis. I had to change the mass air flow sensor and replace a broken vacuum line. after that my car ran better than it ever did.
do you have to remove fuel tank to replace fuel pump
92 was originally R12. But it can easily be converted to 134A.
If it sounds like it can't turn over and you've replaced the battery, the next thing is the Starter. Starters develope flat spots on them and that can drain a battery in a heartbeat, even a new one. I'd get your starter checked. H-T-H
