The alternator is belt driven and so is the water pump but that is where the correlation ends. There is no way a bad alternator could cause a water pump to go bad unless the alternator pulley was warped. Then there is a small chance.
The alternator, water pump, power steering pump, air conditioner and possibly the air pump receive power from the serpentine belt.

There are lots of reasons, and some of them depend on the type of pump. If all the right valves are open, and the pump and piping are in good condition, then the most likely cause is that the pump is not primed. Most centrifugal pumps require priming. This is simply filling the case with water. Depending on the pump and the setup, you may be able to prime by causing water to flow backward through the discharge pipe. Alternatively, many pumps have a priming plug on top of the pump case. Remove the plug, fill the case with water, and replace the plug. If none of that works, then the next most likely cause is an air leak in the suction piping. Given a choice, your pump would much rather suck air than water (it's a lot easier). So, if the suction line from the pool to the pump has an air leak anywhere in it (cracks, loose fittings...) then it won't suck water. After those two things, would need more detail to diagnose.
It's been a while since I worked on a 1G Talon, but I believe the water Pump is located on the serpentine belt. It's the same belt with the crank shaft and alternator. No, you should not remove the timing belt.
It is below the alternator on front of the engine. You need to take the alternator out to easily access the water pump.
Determine what is causing the problem, faulty belt tensioner, alternator water pump, a/c compressor, one or more of these components could cause the problem.
it is one of the accessories driven by the engine crankshaft --the alternator, the A/c compressor, the power steering pump and the hardest one to get to is the water pump. on my 626 it is on the same belt as the alternator.

The tensioner maintains proper tension on the serpentine belt. Too much tension can cause premature failure of the belt, water pump, AC compressor, alternator, power steering... Too little tension can cause belt slipping, resulting in premature belt failure and poor operation of the water pump, AC compressor, alternator... AND when those pulleys are slipping, they generate a lot of heat which can cause premature failure of the water pump... you get the idea.

The water pump pulley is the pulley right above the crank pulley (the big pulley in the bottom of the engine.) Right above the water pump pulley should be the alternator pulley, which drives the alternator. I'm guessing the water pump is behind the WP pulley. == == == ==
