How do you change the setting in the PC so that you can see someone on Skype. the problem is not with Skype but with the PC and only on Skype. my camera is working fine and I can be seen.?

depends on the other party's webcam software. It must have its driver installed and and be ready to send (icon on sender's screen must appear on the bottom) clicking the icon initiates the sender's webcam. Sender must explore and properly set up his webcam's menu.
