rear pass side of trans. vacuum modulator with vacuum hose attached to end. unplug hose and remove retaining bolt and retainer clip. gently pull modulator out of trans without dropping push-pin. have new one ready. while holding finger over hole to prevent trans fluid leaking place pin in new modulator and install. make sure vacuum hose is attached and in good condition on engine end too. if trans doesn't shift still go for the governor. located under a round cover w/a bail clip on the drivers side of trans just behind shift linkage. use screwdriver to pop off cover and governor just pulls out. nylon gear on shaft likely worn out. hope this helps. jp
There is a modulator on some transmissions. If yours has a vacuum line going to the trans, it connects to the modulator and you simply remove the bolt holding it and pull it out.
More Info, If You Do Not Find A Modulator, You Could Have a Different Trans. If You Have A Square Pan With 16 Bolts Then You Have A 4L60 or TH700( no modulator on these) If the pan is oval and 17 Bolts Has 4L80 ( no modulator on these) Hope This Helps You Should Have A TH400 Trans & It Does Have A Modulator.
first pull off the line going to it and if it has fluid in it change the modulator. Next, take the modulator off and apply vacuum to the line and stick a screw driver in the end of the modulator and see if the diaphragm moves the valve inside. If the valve doesn't move, replace the modualtor. - i am assuming ford but also you can pull the vac.line off of carb.or wherever it draws the vacume from without getting under car and check for fluid at that point Consider getting yourself a service manual as it contains many troubleshooting for your car. Comes very handy sometimes.
make sure the fluid is full and the vacuum line is connected to the vacuum modulator on the back of the transmission, also you could install a new vacuum modulator that might cure the problem, have you changed the transmission filter? it could be getting plugged.

Are you asking about the vacume modulator for the distributor? That is on the distribiter, you will see a hose on it or wher hose should be. If ou are wanting vacume modulator for the automatic transmition it should be on passenger side of transmission toward the back.

I assume your refering to the vacuum modulator which controls transmission shift points. Remove the vacuum hose from the modulator. Using a small screwdriver, turn the screw inside the modulator. It may take several tries to get it right.
