Hi - I had the same problem (on a Peugeot 205). Take off window winder (screwdriver to prise off) and same for surround around door handle. Take out 2 screws holding armrest. Peel back the door trim from the top. This gives sufficient acces to (just) get your hand to the locking mechanism. Difficult to tell you how to open the door from here as it depends on the problem. However, various jiggling of the parts will probably enable you to free the lock and open it - as I did with mine.
check the pull rod from the inside door handle to the door latch. You have to remove the inner door panel. But first, check the switch on the edge of the door to make sure the child safety lock is not engaged. These were designed to prevent kids from opening the door. there should be a little pin switch close to the actual door latch.
Roll the window down. Carefully wedge a nonmetal object in between the glass and the door panel. Try to pull the trim panel up over the top of the door edge. Sight down to the door latch with a flash light. It helps to do this in the dark of night or indoors. Then take a long rod of some sort and trip the release mechanism. After you get the door open. Remove the trim panel and correct the problem. Don't try to slip the trim panel over the top before removing it. This is when the panel could be damaged.

Remove two screws from the inside cover plate under the door handle. Carefully pull the panel off starting at the top, you can just pry the window control apart, you don't need to unscrew that part. I sprayed white grease (lubricant) all around the door latch inside there, and it unlatched easy. After I put it back together, the knob still doesn't rise as high as the other side. I think the linkage is binding, and the connecting rod is bent. At least if the door won't unlock with the button you can do it by hand. After posting, I went out and checked how its working, I had to unlock it by hand. I had noticed when it was apart that the lock knob went forward and up. It binds on the door panel. I put 3 in 1 oil around the knob, and it seems to work perfectly, so I poured oil around the other knobs as well.
You would need to pry the door panel off and then play with the door lock and handle rods from the inside.

If the lock switch is set to unlocked and it will not open from the inside or outside, the door lock arm may have fallen lose. Take the inside door panel off and check around the door levers and door lock.
On the right side of the panel, you need to open the right front door to see the fuses panel little door.
On the newer models (1991 +) they are located in the door lock mechanism in the door. The door panel needs to be removed to get to them.
try and remove the door panel, you may be able to just pull back enough of the panel to manually open the door, they you can remove the rest and replace the bad parts.
