How do you get the train to work in Pokemon SoulSilver?

There is a little girl in Saffron City in a little pink house. Go inside, go upstairs and talk to her. She will say she's missing her Clefairy doll. Leave the house and go to Vermilion City. Next to the Pokemon healing place is the Pokemon fan club building. When you go inside, a man standing next to a couch will be there will the Clefairy doll. Talk to him and he will give you the doll. Go back to the little girl in Saffron and talk to her. When you give her the doll she will give a train ticket in thanks.

I haven't played all the way through the new Soul Silver game, however I have played through the old Silver and from what I remember if you are not in Kanto yet you have to defeat the Elite Four and then take the ship in Olivine to Kanto and play through Kanto starting from Vermilian city. The train's purpose is to get you from Kanto to Goldenrod and back instantly. However if you are at the train station in Safron city already and you don't have a train pass from what I remember you get the pass from a little girl called Copy Cat in one of the houses in Safron city. You have to give her a doll or something. Then you have to go to vermilion city, go to the poke fan club and talk to a man at the table, he will give it to you, copycat gives you the ticket.

THAT isn't true, I did it and the pokefan man gave me a rarecandy. And when I talked to the girl again, she just said the same thing.

You have to talk to the Copy Cat in Saffron. She'll be on the left side of the city above Silph Co. She's missing her Poke Doll and wants it back. There will be a boy in Vermilion who will have it. Go get it from him and return it to her. She'll be happy and give you a Train Pass in return. There you go.
