Quite probably the Starter is defective OR the positive lead from the Battery is corroded internally. Check the Terminal Connections as corrosion WILL INTERRUPT STARTER. Could be the Starter Solenoid which on many Models is replaceable.
Check also the Engine Ground (different from the Battery Ground) as a incomplete circuit (Open) will not function. Some Engines have 2+ Ground points.
Check Starting Circuit/System Fuses and/or Relays.
You could just have a dead Battery regardless of the charge shown as there could be a Dead Cell and when Engine cranked, Battery defects.

Sitting up straight
You may have some gummed up injectors. See if it will run with a little starting fluid. If it does, be suspicious of the fuel and the injectors. If everything else seems ok, and it fires briefly with the starting fluid, try getting all of the old fuel out, change the filter then put a couple gallons of fresh fuel back with some injector cleaner mixed in it. You may have to try it a few times with starting fluid, but if it doesn't fire then, remove the injectors and see if you can have them cleaned. Sitting for a year is very hard on the fuel system and rubber parts of a vehicle.
The # one problem with today's cars is fuel pumps ; this sounds like one.As the pump gets warm,it loses power. Do have it checked out.

You can start an 18 wheeler with 3 batteries, but if the semi sits for 2 days or more it may not start, that is why they require 4 batteries, that forth battery will help start the engine even after a week of sitting, the reason for this, is because the ECM is always pulling power from the batteries.
