I bought a very old house that over the years has had a lot of oil based paint spilled on the oak trim is there any way to remove this spilled paint without stripping the whole thing?

I am afraid not. The best way would be to strip the whole thing and get it back to natural wood (if that's the finish you desire). After stripping, light sanding it is recommended. Once the oak trim is bare, wipe it clean with thinner on a rag and paint/varnish. Old homes usually have unique trimming which replacement is not easy to find and/or very expensive to do so. Have some patience and do small sections at a time, a varnished oak trim is beautiful and will be rewarding to look at once you're done.
