I learned from bitter experience that it doesn't take long
to overheat and toast a motor, especially if you tried to
put water/coolant back in while it was still hot. That will
thermal shock (read that as kill) a motor real quickly.
If the motor still turns over, GOOD! Refill the coolant to the proper level,
check the oil level and fill if necessary and try to start
it. If it does start, keep your eye on the car for awhile to
make sure all is well. drive conservatively. If it
doesn't start, see your mechanic.

All toilets have a different normal level. The first flush could have created a vacuum and pulled it lower. Try a second flush. Is the small fill tube in the tank running into the overflow tube? This runs into the bowl and will help fill it.
