What I am thinking of is not a single spot where one person could stand and see that sunrise and sunset, but rather a country where it could happen. It would be in Panama, where the Pacific Ocean sticks up E of the region of area near the former Panama Canal Zone and (at the other end of the Canal), the Atlantic Ocean (actually the Caribbean Sea) lies W of the area of Colon, Panama.
Technically, not a single country offers such a view of the Pacific and Atlantic according to the ocean boundaries defined in the 3rd Edition (latest ratified version) of the International Hydrographic Organization's (IHO) Limits of Oceans and Seas. If you include the various gulfs and seas that are connected to the oceans as part of those oceans, then ninecountries (not just one) meet the criteria of the original question. For example, the United States has Point Reyes in California with an eastern facing view of the Pacific Ocean and Cape Cod offers a western facing view of the Atlantic. The nine countries fitting this question's criteria are the United States, Canada, Mexico, Honduras, Nicaragua, Costa Rica, Panama, Colombia, and Chile.
A more counter-intuitive situation arises when a country has a west-facing Atlantic view at a location with a more western longitude than an east-facing Pacific view in the same country. There are four countries like this.
Panama is the most obvious first country with its long 'S' shaped middle section. Mexico is another. Chile, the most southern country in the world, also meets the criteria. Isla Hermite faces east to the Pacific, but location "Y-685" in Primavera, Chile (52.55 degrees South, 68.77 degrees West) faces west onto the Atlantic (at the Atlantic entrance to the Strait of Magellan).
The fourth and final country in this group might be surprising to many - Columbia! Most U.S. citizens probably don't even know this country faces both oceans. In fact, it has east-facing Pacific views [for example, 6.580074 degrees North,77.355405 degrees West] that are east of the west-facing Atlantic views [for example, 8.65536 degrees North, 77.360064 degrees West].
Out of these four, Panama is the only one that has west-facing Atlantic coast locations that are directly west (at the same latitude) of east-facing Pacific coast locations.
