This is fairly easy if you break it down:

Gypsies all come from Romania. Transylvania (famous for its vampire connections) is also from Romania. Therefore, the gypsies can represent the females struggling to escape the clutches of the vampires that torment the nomadic gypsy people of Romania.

Since it is just the head, it represents something mental. The gypsies typically would defeat/escape from the vampires due to their knowledge of the earth and all things natural (including magical plants, herbs etc.). Therefore, we can infer that the gypsy head indicates a great struggle against a terrible beast that has been won due to intellect.

Now, one can assume that the panther is said beast. This could not be more wrong. The gypsies often considered big cats like the panther their allies and friends (canines were foes). And so, one could assume that this panther is the beloved companion of the gypsy in question. Furthermore, a panther is known to over-power their victims (as well as out-think them) and therefore would be a perfect ally for the gypsy in a great struggle.

And so, the true meaning of this tattoo is two beings (one stronger mentally, and one stronger physically) who are very different and unable to traditionally communicate, joining forces to defeat a common enemy.
