You can remove paint primer from linoleum with hot water if the primer is Latex based. Simple wet a cloth with hot water and put it over the paint. Let it sit for a few minutes and then gently scrape up the primer.
If the paint dries it will, but if it is NOT dry you can remove it with hot water

Depends on the paint. If latex based, scrub it first with hot water, then put in washing machine. If oil based try scrubbing with paint thinner then Goof Off, then washing in cold water. If dried more than a day, most paint is impossible to remove.

mix hot water and gin and wet the place were the paint is, the scrub away with the rough side of a sponge, will were paint stains down

Do paint a Hot Wheels correctly, you would have to take it apart, prep it and then paint it.
It shouldn't if the paint was put on correctly. I presume if it's hot it's sunny. Don't leave your wet car out in the sun. It won't damage the paint, but it will leave water-marks (I don't know the technical name for it, if there is one....) from where the water dried. Hope this helps.

im guessing because of the hot water melting away the plastic layer that keeps the paint in... i really am not 100% sure
